At HAYS, we are partnering with a fast-growing international company operating in the sourcing and logistics of bulk raw materials for the cement and gypsum industries. Established in 2016, the organization now manages over 3 million tonnes annually and has a strong international footprint across Europe, the Middle East, Africa, and Asia.
The company operates as a lean, high-performance compañía, driven by a strong culture of delivery, accountability, and speed. As part of its continued expansion into new markets and geographies, it is now strengthening its project governance capabilities and is looking for an experienced PMO Lead to establish and lead this function from Madrid.
Role Overview
This is a hands-on leadership role with a clear mandate: to establish and lead Project Management Office (PMO).
You will design and implement the frameworks, tools, and governance required to ensure consistent and disciplined project execution across a multi-geography organization.
This is not an advisory role you will build, implement, and deliver.
Key Responsibilities
PMO Setup Governance
Design and implement the PMO framework, including methodologies, templates, governance cadence, and reporting standards
Define processes for project initiation, prioritization, approval, and tracking
Establish a portfolio-level view of all initiatives, including dependencies, risks, and resource allocation
Create and maintain a single source of truth for all active projects
Project Oversight
Oversee delivery of transformation projects across operations, finance, logistics, and commercial functions
Ensure accountability of project owners regarding timelines, budgets, and outcomes
Conduct regular project health checks and proactively escalate risks
Provide clear executive reporting to the Deputy CEO and senior leadership
Facilitate steering committees and cross-functional reviews
Coordinate teams across multiple geographies and time zones
Capture lessons learned and improve future project delivery
Stakeholder Management Reporting
Act as the central coordination point for all project activities
Build strong relationships across leadership and operational teams
Deliver high-quality, concise reports and insights for decision-making
Drive alignment across diverse interesadas and functions
What We Are Looking For
Essential
5+ years of experience in project management or PMO roles
At least 2 years in a PMO Lead / Head of PMO position
Proven experience building or transforming a PMO function
Strong track record managing multiple concurrent projects across geographies
Excellent stakeholder management, including experience working with C-level executives
Strong written and verbal English communication skills
Based in Madrid
Preferred
Certifications such as PMP, PRINCE2 Practitioner, or MSP
Experience in a scale-up or entrepreneurial environment
Exposure to ERP or TMS implementations
Experience working with multicultural and distributed teams
Familiarity with tools such as Monday.com, Asana, Jira, Smartsheet, or similar
